It's a constantly moving target, indeed. Some scripts developed by Martin Quinson and now maintained by Nicolas François in the debian-l10n project on Alioth are able to extract statistics for l10n on native packages, so there are possibilities to have such list, yes. One should notice that among such "native" packages, some are "native" because of the maintainer's choice...or ignorance. Most often when the Debian maintainer is also the upstream developer. But, if we wanted to focus on such packages, yes, one could "easily" develop something.
