Note that the GPL has the following words that I think should help in the
distinction:

"These requirements apply to the modified work as a whole. If identifiable
sections of that work are not derived from the Program, and can be
reasonably considered independent and separate works in themselves, then
this License, and its terms, do not apply to those sections when you
distribute them as separate works."

While GPL'ed code does not equate directly to "open source", I think a
logical case can be made for being able to mix "open source" and
"proprietary" code in the proper manner and not cause one to become the
other.

I am no expert in Open Source, so I acknowledge up front that I may
well be wrong.  But the paragraph above seems to address
"distribution", which seems to be a different issue from a package
that is an amalgamation of commercial/propriatary and open source
combined into one product.  As per my other post, I wouldn't consider
VistA imaging to be truly open source because I can't use it without
purchasing a propriatary component.
