That's correct.  Our product, CrossOver Office, is a mixture of GPL'ed
open-source components (Wine, Loki installer, TCL/tk, etc.) and proprietary
bits (our install wizard, configuration scripts, and bottle management
utilities), etc.  The proprietary bits are our value-add (along with
support, of course) over free Wine.
