Actually the OS doesn't matter !  When you put a disc in the drive it 
automatically does a spin and seek routine.  So each time you place the 
cleaning CD in the drive and close the tray it will spin the disc and 
clean the top lense.

Often trying to keep the top lense clean doesn't help because the 
mirrors underneath the lens get contaminated with dirt, dust etc !  No 
matter what you do, you can't get at those to clean them.  Even if you 
could, its quite probable that you would damage the microscopically 
thin layers that coat them.

Realistically for the sake of $15-20 a replacement drive is a better 
bet !

The real answer is not to allow the fans in the machine to suck dirty 
air through the drive at all.  Though modern drives are much better at 
sealing the tray when its closed.
