I don't understand what we gain from #1 versus #2.  What do we lose the ability 
to do by allowing past timestamp to be set for DeleteFamily?

Also, Jim, you were the one who voiced opposition to disallowing manual setting 
of timestamps.  I've come to agree with that, with the restriction only being 
on disallowing _future_ stamps (which breaks nearly all optimizations).  Is 
there a particular reason it makes sense to allow inserts to be put in with any 
timestamp but not a delete?
