It seems [~andrew.wang] doesn't have different opinion with this issue after a
week of waiting.I have update the patch according to our discussion result.
[~xiaochen] could you please help to review the latest patch, thanks!
I will create new issues to trace the similar issues in {{getPolicy}} and
{{encryption}} soon.
