OK, let's go with the Math.abs() approach.
Any chance we can add coverage to catch "Could not increase concurrent moves
thread count"?
BTW, shouldn't the message be the opposite?
I'd say the way to return false is if we can not decrease the number of
concurrent moves; am I missing something?
