OK, if we change this behavior, I think we need to test it.
Agreed on 30 seconds extra time being too much.
Having a configuration parameter would be the right thing but I agree with you
that another knob to ignore is bad.
What about having a setter and just tune it for the test?
Minor comment: I think we can get rid of the {{Math.abs()}} for delta in
{{setMaxConcurrentMovers()}} as we are filtering the bad cases.
