Update new patch HDFS-15221-004.patch with below changes,
* Move the key out CommonConfigurationKeysPublic.java. I put it in class
StorageType temporarily.
* Add a javadoc to getEffectiveFileSystem() and some explanations why use the
DF.
* Add new function checkFileSystemWithConfigured.
* Rename the var in the test case.
