@Harsh, see the discussion on HDFS-950. I think Owen makes a good point with
regard to not wanting to expose/encourage the API due to it's limitations.
@Nicholas, what's the motivation for exposing it via WebHDFS, just API parity
with DistributedFileSystem or something specific you're trying to accomplish?
