I'm not sure actually about making a new base class. I feel like it is the 
right approach in some cases but I also do like the ease of both of them 
individually extending FileSystem. 

I guess the main concern here is that concat is specifically a DFS-only 
operation; a new base class with concat featured in it is feasible.

And sure, it works, but only because it would get the job done. I am not sure 
if it is the best route to take or not though because I do not know how using a 
new base class instead of FileSystem would affect DFS and WebHDFS... others' 
opinions would be more useful here.
