We may first add concat to WebHdfsFileSystem and consider adding it to
FileSystem later.
In the mean time, it may make sense to create a new base class/interface, say
HadoopDistributedFileSystem, so that both DistributedFileSystem and
WebHdfsFileSystem extend/implement it.
