If you are on Linux, it is pretty easy to install the Hebrew spell checker for an English installation of OpenOffice.

IIRC, the reason that the Hebrew spell checker isn't included with the English OOo is licensing. The Hebrew spell checker is hspell based, which is GPL, while OOo is LGLP/SISSL.
