When using it to tune the tangents, are you using just or equal temperament?
My chromatic tuner is an just temperament one (green light when in tune) although it can be altered to change the frequency by pressing a button but it's very labour-intensive. I have seen tuners which show a scale in cents so you can tune to a note + or - so many cents. I'm not really sure what the maker tuned my tangents to so it would be nice to check (and adjust) as, at present, I'm doing that by ear. I'm used to playing Northumbrian small-pipes so equal temperament on a drone instrument sounds "off" to me.

I'm fairly new to the hurdy gurdy also, but on several recommendations, I purchased a Korg CA-30 chromatic tuner for about $20. It even comes with a battery. It's very easy to use and will do the job. Especially when adjusting the tangents. It is readily available at any guitar shop. Just make sure you get the chromatic tuner, not the guitar tuner. I am still very much at 'square one' getting to
