If a user posts a question of a forum, then they only have to see responses to their question. In a user mailing list, they will get innundated by the 20-100 other user mailing list emails a day until they unsubscribe.

Also, while it's possible to provide web-history of a mailing list, it's not as web-centric as a forum. Mailing list emails do not contain a link to the web posting (you have to search and find it on your own), while obviously the forum posting and the latter notifications link to the web-thread.
