Thanks Justin for posting the link here. I would have never been able to find a solution to this bug if it wasn't for that link. This is the most horrid bug I have ever seen, in the many years I have been working with steam. There is no mention of this bug anywhere on Valve Developer Community website/wiki.
Thanks to Mike for posting the fix, hopefully mod killing bugs like this can be fixed in ep2 release.
