Yes the "Start from Scratch" option is multiplayer and all multiplayer mods from Valve in the SDK implement client side animations, the Scratch SDK is also the simplest to get perfectly smooth animations on the local client as the fix for it really is trivial, if you're looking to do HL2MP it as well is entirely possible, it's just a case of understanding the animstate classes and what the process for updating them is.
