Unblocking it would still affect GMod10. GMod10 downloads Lua files using the downloadables table method with a dua extension, into a seperate 'download cache' folder, then uses the files from there.
Ideally there'd be a callback into client.dll from the engine saying like "hey should we download this file", then one saying "hey we downloaded this file". And ideally it'd download more than one at a time. Especially if it was just being HTTP redirected.
