Nothing new here, The Battlegrounds modification has distributed the SDK
code for a very long time (as it is an open-source mod). I don't think Valve
has ever noticed or cared...

If you are not a for-profit enterprise don't expect Valve to bother pursuing
this. When they made the original decision to create such an open SDK they
probably considered this sort of thing would inevitably happen. I just
wouldn't even bother with a license at all. They are a pain in the ass to
adhere to anyway.
