I use hlsw.net(hlsw) to control my server via rcon.If you need a rcon list for in game goto here --> http://server.counter-strike.net/server.php?cmd=howto&show=rconuse and it explains it in alittle more detail and has some tools available.If you know the commands then in console type out:
rcon_password mypass <enter> rcon exec cal.cfg <enter> ect. ect. ect. Thats how we have always done it.But hlds you can issue those commands outside of the game if need be,and change various values on the server from the gui.Hope thats helpful.
