Dual 2.8 xeon with ht has 4 virtual cpu's which I'm refering from the
taskmgr.

ROFL @ 5% CPU yer right :P u can bank on a 32 player using around 60%
if not considerably more. So 2 -> 4 FULL servers on if you want lag free.
