Thanks for asking Jason. No, I don't run any custom maps. I play on the server from a LAN based PC, my friend connects from the WAN and we both experience the same (sometimes over 60 second lag) during map changes.
In fact, I am just playing on my server and once again it seems I am stuck forever... I just don't get it. I have zero cpu load and tons of memory free (on both the client and the server)... I think the load times would only differ for the players that have to download the current map not everyone. Do you run customs that would require frequent downloads? First I wanted to say thanks to everyone, especially the "experts" who responded to my original request (on 04/17/2006) for assistance on this one... *sigh* Anyway, the problem turned out to be that sv_allowdownload was enabled, and I do not have any maps to download on my server. In fact, the sv_downloadurl is "" so I am really amazed the sv_allowdownload setting had any function during map changes. But it did. My guess is the all of the clients experienced a timeout waiting for resources from my server, and when nothing came they finally pulled from the steam servers. If anyone does actually know about this I would love to hear about it.
