Hopefully they are doing it this way to make people aware quickly of the setting. By putting it to a default of 0 originally, most people would probably miss out on the setting.
I don't agree with how they did it, but I can understand some of the "logic" behind it now. I'm a HL2 player and only play several well known (to me) servers. I haven't really seen anybody abuse admin privs. Is this problem really that rampant?
