Probably not. The behavior of the bandwidth usage in Portal is identical to 
the bandwidth usage when I open the server browser.  The junk in the steam 
store I think gets downloaded when you start steam, and that is a quick 
burst of just a few seconds or so with a much higher bandwidth limit.
