Yep. I've been doing it since TF2 came out.

The trick is to remove maps that a majority don't like, and make sure 
the maps that you're putting on the server are of good quality and sound 
gameplay. Always have at least 2-3 people review a map before even 
thinking about putting it on your server.

Also, FastDL helps. ;)

Plus, a lot of servers took a hit when the school year started. It's 
pretty normal for this time of year. During the summer I kept 4x 24 slot 
servers full, but I can only get 3 full now. Not a big deal, as I 
understand school is a big portion of life (hell, I do it myself.) You 
just have to make sure to balance the community's needs. Variety, 
quality, and playability are what you're looking for.
