I use zerak's mapvote plugin:

I think, in the end it's pretty much the same result as the dynamic
map rotation plugin, as every map is determined by a vote, and I use
the options in his plugin to customise time of day certain maps are
presented for vote, how many people must be on the server to present
certain maps for vote, etc...
