Sv_unreserve kicks out any pending lobby connections.  It's not a setting
that changes something about the way the server works, it's a one-off
command.  Assuming you do have the master servers as per the other reply
(setmaster on its own should tell you what master servers are listed), then
I'd assume that's the problem.  I don't know how the execution of server.cfg
and hibernation mode interacts, but what could very well be happening is
that the lobby system reserves some slots for some players, the server wakes
up, executes server.cfg which promptly unreserves them again.
