It seems that there is a problem with sv_alltalk, when it is set to 0, the
server set sv_tags to alltalk, and when it is set to 1, it remove the
sv_tags. Shouldn't it be the other way?
I also heard that sv_alltalk 0 enables alltalk and sv_alltalk 1 disables
alltalk (it's reversed), but didn't test yet.
