I would suggest a separate members only forum section or even site with separate forums for server ops. On registration or application you can even have people type in the server IPs they use to verify that they host servers and make an age limit of some sort. Like require an answer to a question that newbs cant answer such as "where do you change your sv pure whitelist?" or something like that, probably not going to happen but you get the gyst. :)
