Steambans works ok. We use it, and have caught about 10 people probably. The trouble is that there is no easy way of submitting bans since a demo video has to be taken of the offender to prove that they are, in fact cheating. But it's not a bad resource to use if you want to avoid allowing already-known offenders on your servers.
