Valve doesn't know the clients ping to the server. The client knows, but valve is already sending them the server list at that point.
All this is doing is changing the order that servers get sent to clients. The list will still have all of the servers, only servers that are deemed further are sent later. They already do this, except it's done via octets of IP's, which is even more inaccurate.
