They do not delist low quality servers but the ones that just use fakeplayers and redirect to another server. If you have 10 servers running on the same IP from which 9 redirect to your one and only real game server, then there is a chance that the whole IP is blacklisted and thus delisted off from server search. Use command setmaster to see that there are master servers set on the server.
