No, don't set the master servers yourself. Just type in setmaster into the console and see if it prints any servers. If it does, your server is connected to master servers and should display on server search dialog.
I checked your server ip with game-monitor, a third party server lister and it shows there. Unless it's recently delisted for some reason, it should show on server search. In addition to previous things i said, usually the servers where people do not stay long are delisted.
