It's rather rediculous the way this happens. I had a server delisted once simply because it wasn't a busy server. Apparently there were a number of people joining and leaving in a short period of time and Valve takes that as a sign that I was doing something wrong.
Really, if you pay for a server that is intended to be played by public players, Valve shouldn't stick their nose in it and delist servers.
