SMAC helps a lot! It wouldn't help against the more refined hacks, but it seems to at least get rid of the users who use public cheats on F2P throwaway accounts... which seems to be the most of them nowadays! There is more cheaters, but they also seem to be lazier as well?
I believe (this is just speculation from my own computer science knowledge, I have no idea how it actually works) crit hacks just abuses the fact that the RNG used for crits can be predicted clientside (probably to make sure the crit noise and sound plays properly). It just makes the client fire the weapon just at the right frame to get a crit. I saw crithacks a lot less when they reduced the critrate, probably cause it caused annoying delays for those cheaters? Who knows. If you want to, you can report cheaters on their steam community page. Allegedly Valve uses that to gauge (and maybe improve) the efficiency of VAC.
