There are a lot of Russians who own a legit copy of CSS... I have seen plenty of Russian users on our servers over the years but lately not as many... I am sure there are server hosting companies in Russia that do not host for Pirated games...
If you know people who use Pirated software or host game with Pirated software then they are probably never going to know if they are good or not as they probably do not take a strong stance against cheaters... Maybe they do not allow cheating but how can you trust companies or people who use Pirated software?
