In addition:

If you are hosting pirated game servers, you may not be listed on server
browsers. Maybe, maybe not. If you choose to host pirated game servers, do
not e-mail this list any more.

Instead of ignoring your questions like the rest of the list:

It does not matter what version it is. You either own the game or your do
not own the game.
The server is free. Only pirates use old versions.

No, I do not see how they can help you.

There are a lot of Russians who own a legit copy of CSS... I have seen
plenty of Russian users on our servers over the years but lately not
as many... I am sure there are server hosting companies in Russia that
do not host for Pirated games...

If you know people who use Pirated software or host game with Pirated
software then they are probably never going to know if they are good
or not as they probably do not take a strong stance against
cheaters... Maybe they do not allow cheating but how can you trust
companies or people who use Pirated software?

Russia is not a poor country just as with any place I am sure the Laws
are not as easy to threaten the people hosting those Pirated servers
or selling the pirated games!
