Valve did not punish from running fake clients, they still don't. It's
some sort of compromise (which i don't really understand as a community
that puts effort into running servers will have full servers anyway).

When the policy of Truth was enacted, TF2 servers that were hiding
bots, Fake Client counts and so forth were removed from the server
browser, the OP server community was effectively removed because of this.
This admin is now pissed since he can find other servers in the
browser that have the same setup that are not removed yet, and is
threatening to make a Youtube video on how to setup fake clients and
bot hiding techniques and somehow threatening something from the FBI
or involving the FBI in some way. I honestly glazed over at that point.
