They don't have to report. Every time that client connects to a server,
the server cannot lie to Valve any longer. If data from client vs server
differs, they will know about it. They just haven't acted upon it much
lately.
PS: if someone from Valve reads this, you cannot report do a report by
pressing f7 if there are only bots playing as faked players.
