Something is creating too many entities on your server. And limit is 2047. When 
one more is created, boom. Someplugins you run, some maps you have and also 
players what they wear. Could be that they have 9 unusual hats on a single 
class and so on due to that bug. Server with 32 slots is having issues earlier 
than 24 slot. You can check the entity count by doing report_entities to server 
console. Note that the entities count is dynamic and changes depending from 
map, players count, what players wear and how much spam is in the air.
