As far as I know you can't use CD on a mod that's VAC-protected. I think CD still works on no-VAC mods. And this guy had CD up-to-date at least untill Valve introduced VAC. I've never felt so "secure" when my cs-servers ran CD. It realy worked! So until Valve convinces me, which they still haven't, I must say: YES! that guy made a better jobb.
