I don't think "cd key in use" problems should be lumped together with cheating - they're a different issue.
Why not? The worst cheaters are also CD-Key stealers/traders.
...and some of the best players, occasionaly get "CD Key in use".
But ban them anyway, because they could be cheating, right?
