I think Simon's point is, what if you ban the actual owner of the key?

We've taken a fairly hardline stance with this, and say "tough luck" if
someone complains about being banned if their CD key appears to be in
general use (ie, we can see a lot of different players with the same WONID
from a variety of hosts). We tell the (supposedly) original owner of the key
that they should apply to Sierra to get a replacement - we've had several
users say they did this and got a new key.

We also have users submitting WONIDs for unbanning that many, many other
users have also submitted for unbanning - these are obviously users with a
pirated copy of the game and some CD key they got from Google - it is quite
amusing to see the number of users that expect to be unbanned because of
this. Obviously, these WONIDs stay banned.

Nominally, I would like to see whoever controls the WON authentication
banning CD keys that are obviously in mass circulation - this is only really
doable if there is a clear, defined, and easily accessible path for
legitimate users who have lost their CD keys to re-apply for new ones (along
with a small fee to encourage them to be more careful next time!).
