You _PAID_ for your client copy of CS, not to run the server. The hardware, bandwidth and time is none of Valve's concern. You get a free service from Valve in getting the server software and the updates.
Tipically american... but would valve sell so much CS clients if there were no servers ? Wanna bet that if all the providers would join and demand optimizations, else would cease and desist on CS servers, that valve would think twice ? ;)
Servers brings more clients, more clients more keys sold... as easy as that... Providing a bullshit service, just because it's 'free' doesnt mean you have to ignore all the fold that provide a service based on it... But I surely like, "doesnt work cool ya, drop it"...
Think again... without servers and updates, how many people would be playing ?! ;)
