You're late by a couple of months. Check the mailing list archives back in August, there must have been at least 100 emails on the subject. VALVe changed the sorting method, but no one seems to know what the order is now. It seems to be oriented to class a networks, especially those used by DSL/cable ISPs, meaning a lot of home-based servers are getting players now, but a lot of higher class b and c dedicated servers are now empty.
I couldn't ever get a straight answer out of anyone on how its being sorted other than the first octet takes priority.. usually.
