Yes the gamers do, but the problem lies with the valve server browser. Not matter what you select the list to be sorted by, the browser always starts refreshing at low ipranges and works upwards to higher ranges. Because of that fact most Gamers wont even see Servers with ranges above 200.X because it takes some time get even some of them, and because ppl are impatient they are connected to one of the servers that are already refreshed (one of the 80.X).
