The server size filter is a ridiculous attempt by the devs to control
game play and should be done away with.  Make the game, and let server
admins do what they want with it, that is the way it has always been
with Valve games, and huge part of the reason why Valve games are so
popular.  You (the devs and Valve) are only cutting your own throat by
starting down that road.  It won't happen today, or tomorrow, but
eventually that kind of policy decision will rise up and bite you in the
ass...

You can't fool the filter by hiding the extra slot.
