Steam support site is wrong.

I've asked a VALVe developer with a e-mail a while ago (he confirmed max is
20000), and even did some tests myself, and the MAX is 20000 and not 25000.

cl_cmdrate can be set to your FPS value (100) with no problem.

cl_updaterate, yes it depends of the server. Servers with a lot of people,
you might get choke with cl_updaterate 100. But if the server is good, it
should be fine.
