You're talking about HLDS , not SRCDS correct ?

If that is the case and its HLDS,  there is no need to run at 10.000
sys_ticrate, just run it at 1000 or even better at 566 with -pingboost 3.   
 There is hardly any noticible difference between 566 tic and 1000 except
for higher CPU resources.    If you must run at 1000 tic then run it at 966.

Run 2.6.25 with  High Res Timer Support. Dynamic
ticks are uselss for gameservers, and they increase overhead of time calls.
You'll also probably need a motherboard that supports (HPET)
 
After that, you can start up a server *without*
pingboosting options, which is causing clock aliasing.
