INCORRECT.

Friends gets the IP of the server you are on via your client.

You CAN start a server with the internal ip as the IP command line, and 
then join it (Having it in the Server Browser), and be shown playing on 
that server via friends, and your friends being able to join by it.

Simply remember to join your server from your external IP (I.e. 
172.144.125.12:27015 rather than 192.168.0.2:27015) and if the ports are 
correctly forwarded you should have no trouble.
